Rather than telling anybody what should be done, I thought I would just put out some ideas on the topic.
1. Realize that everyone has there own and often differing point of view.
2. Surfing is a sport, a game. The object is to have fun (and you may have to compete).
3. Localism exists, yet differs. Who is a Local? The person who has surfed the spot the longest? The person whose residence is on the spot? The person who surfs the spot the most often (recently)? The person who used to surf the spot the most often? A combination of the above?
4. Share the stoke - One of the coolest things to do in surfing is to give a person (local or not) a wave (not just a crappy wave) that was clearly yours.
What does localism mean? Screw the groms (unless they are brought in by there Local relative)? Screw the vacationer that just wants to get a surf session in for the day? Screw the inlander? Show some respect to the locals?
What is a Local spot? The spot you surf most often? All others are up for grabs?
Is localism good? It may keep the crowds down, making it better even for the non-locals in the long run, since locals can’t always be there.
Whose wave is it?
Short answer: The guy surfing it!
The guy with the toughest attitude?
The most aggressive paddler?
When you first paddle out to a spot, should you not aggressively try to get the first or best few waves and show some respect to those that are already are out there?
Should turns be taken? If so, to what extent?
If somebody takes off too deep or falls and doesn’t make it, is it okay to drop in on them on the next wave? If not, does it change after a certain number of failed attempts? How many?
If someone paddles and misses the wave, should they be able to take-off on the next wave (and possibly screw that wave up as well)?
What is the spot’s vibe?
Some are a let’s share the waves - at least when the locals are out. This can change as the spot gets more crowded. What if the wave comes right to you, but its not your turn, but it is doubtful the right guy can get the wave?
Some are whoever can get the best positioning.
Some are what is the pecking order - this gets back to the Localism stuff.
Some are a combination of the above.
